• A kitsune youkai that origins from Inazuma. Born roughly 500 years ago (after the cataclysm).
• He was taken as an apprentice under Yae Miko at the Grand Narukami Shrine as a teenager
• Many of his youkai friends gained visions around the age of 18, yet Tōru remained without powers. He eventually grew jealous of his peers.
• Years later, he makes a pact with The Doctor, one of the Fatui Harbringers, and gains a Cryo Delusion (one of the first Delusions to be made). He is warned of the consequences that might come, yet he disregards them as he is desperate to satisfy his own wants.
• Tōru uses the Delusion without any negative effects for a while. Yet his actions catch up to him when the Grand Narukami Shrine is attacked- He finally abuses the power of the delusion in the fight, but at the same time gains a cryo vision, which protects him from the wave of tainted cryo the delusion releases. Because of this, the effects of the delusion hits his best friend and lover instead of killing him.
• Terrified, he takes the delusion and flees Inazuma before meeting The Doctor again. A fight transpires between them, yet Tōru obviously falls behind because of the lack of practice in using his vision. The Harbringer then brings him to Snezhnaya, manipulating him into thinking that he would only bring danger to his friends if he went back to Inazuma. Later, he is offered a rank in the Fatui. Tōru accepts after being promised that none of the Fatui's plans will effect his friends and family.
• Tōru is in charge of treating diplomatic figures that come to Snezhnaya and training new recruits. He hasn't left Snezhnaya for many years. He isn't sure if he would be allowed. He's never tried asking and is afraid to ask at the same time, since he is still not ready to face what he did in Inazuma.

• Uses his delusion and vision combined in battle. The shadowy element that wreaths around normal cryo is the delusion's effects.
• Used to have a full name. He abandoned his family name after joining the Fatui.
• Sometimes wishes that he never got his vision. His delusion would've just killed him if that was the case.
• He has a little brother that he misses a lot. He hasn't seen him since leaving Inazuma.
• His eyes were originally brown (same color as hair). They turned ice blue as a side effect of using the combined elemental power of a delusion and vision.
• Although he has ears, he still hangs a kitsune mask on his shoulder as decoration.
• The bandages on his neck cover electrical burns.
