Charles Hawkins a former S.T.A.R.S member that left the team when almost all of them died and Started the BSAA Alongside Delta hawkers (yes pretty much Chris Redfield.. welp cant be helped I LOVE RE)

Back in his STARS days he was the captain of the team and a good friend to Fredhelm and Delta
