This is a vaporeon that saved a bunch of people from drowning and they made a statue of her when she died and her soul possessed the statue and at night the statue can move because her soul possesses it and the statue was submerged in the water and that’s why the green is on there.

When someone starts to drown in the daytime the statues eyes will glow making the person float back up to shore. The only time to see this Pokémon is during the night on the beach where she is normally looking at the moon because the moon reminds her of her love. During the night she takes care of a lost eevee she found by the beach.
