Payton Scotch came from a difficult home, where his family did not care much about him. He has the power of water but would hide his powers in fear of other people seeing him and treating him badly. He had to deal with bullies on his own which explains his black eye and band aids. He came to the Impossibly Precocious Foster Home because his parents had died under mysterious circumstances.
