Steel is 19 years old. He's an assassin who was hired by Dr. Eggman to go after Sonic in another desperate attempt to get rid of the blue hedgehog.
With a lack of a real moral alignment and a demeanor as cold as his namesake, Steel is calculating and levelheaded, taking his job with the utmost seriousness while still retaining a laid-back attitude. He has no trouble going after anyone, no matter who it is, as long as he's paid enough. He holds no grudges or ill will against those he goes after; he's just doing his job.
Steel is a highly skilled assassin, and he's become quite cocky as a result of all his prior missions being successful, so when he inevitably faces someone who's hard for him to kill, he'll start to lose his temper and become more hostile towards the individual he's going after. In his frustration, he'll try to back his prey into a corner or taunt them in an attempt to goad them into getting closer so he can attack or incapacitate them with the chain whip he keeps wrapped around his shoulder.
Outside of his job as an assassin, Steel is a loner, and he tries to stay away from crowded areas to avoid being seen. He almost never interacts with others outside of those who hire him or who are interested, out of fear of forming any sort of friendly bond-- because if he ends up being hired to kill someone he's friends with, that'll make his job a whole lot harder.

-Skin is slightly tougher than average, making him more resistant to damage
-The notch in his left ear is from when a particularly tough target managed to get a hit on him with a sharp object
