Picasso is the leader of the Old Masters gang, a Torontreal based villain organization that specializes in art heists and black market sales. Formerly a highly regarded art critic, after falling into a vat of radioactive gallery gift shop art prints Picasso's physical form bent and warped to resemble a cubist painting in the style of his namesake. He became half man half painting, and found he could temporarily confer style onto anything he touched, changing solid walls into flimsy paper collage, exploding locked doors into pollock styled paint splatters, and immobilizing his foes by changing them into surrealist figures. Fed up with the art world Picasso decided to simply build his own private collection, taking whatever he likes for it.
