Actually appears in the 2nd chapter which he spends studying under a psychic somewhere in the background before finally putting his powers to use to mind control most of Mesteirra's population. How that didn't give him brain damage is beyond me. He was unable to brainwash people with the poor control over their emotions and those who, on the contrary, are in near-perfect control, and was dealt with by those.
