Barkley is a young stallion, who still hasn't found his cutie mark. He currently runs a hot air balloon service, though many claim he hasn't gotten his cutie mark because he desires real flight, something fully impossible without a great deal of alicorn magic.

And perhaps it is this, the desire for real flight, that leads to Barkley experimenting all the time. He is attempting to build a pair of fully mechanical wings, that any landbound pony can strap on and use, even if they are an earth pony OR a unicorn.
