Dr. W.D Gaster 
Gaster is the first Royal Scientist and the father of Sans, Papyrus, Kurtis and Sanger, as well as the Grandfather of Fritz. He left his position after building the CORE and after the second human fell, as Asgore had asked him to try experimenting on humans. He refused, and when Asgore kept pushing he left the position. Eventually he started the family he has today.
Sans, Papyrus, and Kurtis were created using Gaster's own Soul essesnce. When he created Sans and Papyrus, the machine was pretty new, however, when he created Kurtis the machine was pretty old, which is why he ended up with a glitch in his code. This glitch carried over to Fritz as well, as it was pretty much a part of Kurtis' DNA at that point.
He was the one to adopt Sanger after she was brought to him by Kurtis, as he didn't want to send a child to face off against Undyne after what happened with the last human that fell. He is also why she looks like a Skeleton, as he can disguise her with magic. This only lasts for around three hours before he begins to feel side effects.
Before Papyrus' death he only had the crack over his right eye, as he overused his magic when he was younger and "bada bing bada boom" skull was cracked. His left eye skull crack and the droop in the bottom of his right eye were from his greif over losing his son. Tears + strong magic + grief = skull crack

Gaster is where Sans and Kurtis got their personalities. He started the terrible puns and dad jokes that make up the two's arsenal. He tries to be as responsible as possible, and act in a way that helps more people than hurts. When the second royal scientest was hired he was devestated that they ended up complying with the human experimentation

RELATIONSHIP
Though he and Sans were very close before Papyrus' death, Sans went to live in the Ruins afterwards, leading their relationship to be strained after a while. Gaster still loves him as much as he loves all his sons though.

Papyrus and Gaster were close growing up, but after Papyrus is revived the two have a semi strained relationship. Gaster is very much an integral part of Papyrus' recovery, once he is back in the family.

Kurtis is probably the closes with Gaster, simply because he was the only child for many years before Sans started visiting again. Gaster had to reassure him when he was younger that even though he came out of the machine different, he was no less his son than Sans or Papyrus.

Due to Fritz being his first (and only) grandson, he makes sure to dote on him as much as possible. (Regular grandparent stuff) He is also the one in charge of Fritz's magic training. The two are very close, even if Gaster likes to annoy Fritz with constant puns and dad jokes.

Sanger is Gaster's adopted child. She is a human who fell into the underground, and was brought to Gaster by Kurtis in order to protect them from having to go on and possibly face Undyne. He can cast a disguise on her, the design was random, and when he saw it was so similar to papyrus he definitely cried. He loves her just as much as his other children.
