Was in Marco's band until he narked on the band to Dallas (to stay alive) and Dallas murdered most of the crew, burnt them alive with his own lighter and told to fuck off (and was payed to keep his mouth shut) and that's what he did.

Eventually he did see Marco again although he was strangled by him....he deserved that. Maldov did save him but he really felt like shit about it all, especially since he knows Marco's alive now. 

Marco and citadel fucked around while in the band and we're close. (Marco catching feelings for citadel? Maybe they actually went out?? Not sure.)
