Otto is a man who has a target on his back. Or I guess in a literal sense it's a huge metal plate, but he's gotten into some things and burned a few bridges he really shouldn't have! A few people might really, REALLY want this guy to shut up. He's a frequent conspiracy theorist and conversationalist regarding supernatural things... Due to the consequences of his choices and actions, he's also incredibly skiddish and paranoid!
After an alleged encounter with aliens, he found himself infected with a peculiar microbe...It wasn't so bad at first! And then he started noticing he was developing chunks of metal and machinery all over his body. That was Very bad, actually. The parts were not only incredibly heavy, but also very bulky, which meant he really couldn't go anywhere without risking it all.
It's a shame, because he's genuinely a very sweet, smart guy, but he's just caught up in a lot that he truly wishes he wasn't.

He rarely goes out in public due to being afraid of being snatched by the mafia or something. He pays people to go grab things for him and bring them back to his house.

Otto moves a lot! It's once every few months, and as such, he usually lives in low quality single bedroom apartments with very few possessions.

His arm is capable of making little beeps and blips if you touch the buttons. It's not clear what this does, but sometimes he plays a little tune on it.

Despite looking like he'd get blown over by a strong gust of wind, he can carry himself pretty well now. When he was first infected that was not the case as more than half of his bodyweight is just. Metal.

I don't think he's actually in that much danger, he just has really bad anxiety.

Otto swears up and down that he was abducted by aliens and cut open and that's why he's like this. But he's prone to rambling about weird things so it's hard to believe him.
