She’s a disabled alicorn.
She was born an alicorn and learned her magic & flying really young, so she was considered talented and “full of potential”, but she never got better at flying or magic. So the older she got the less “talented” she was, falling short of expectations set high for an alicorn.
Nowadays (as an adult) she actually has very weak magic. She can do a little less than a regular unicorn (keeping in mind that most unicorns can only do like 2-3 things, Twilight & Starlight being exceptions due to their special talents/cutie marks) So essentially she can just change small parts of her appearance (e.g. tail & hair) but nothing big like shapeshifting into other creatures/ponies.
And she can only fly for so long, unlike regular Pegasi who can fly nearly all the time instead of walking. (Kinda a ref to how I, irl, can walk for a limited time) Her horn is short & rounded, maaaybe why her magic is weak? But there’s internal stuff at play, too.
Lastly, she’s a little stronger than the average unicorn or pegasi, but not as strong as the average earth pony.
