Illegally fishes crab and causes problems for the American crews on the Bering Sea. 

Captain of the Soviet Problem. His boat name is actually just named Orca (косатка) but all the American crab vessels think he is a nuisance and so the nickname stuck. 

Gives Elizabeth the polar bear fur coat she always wears... as a kind of bribe.
