She is half Kirin and half reformed changeling ((mom in a kirin tribe leader explaining her height, her dad being a normal reformed changeling)). 

She can definitely shapeshift, but their kirin parts won't change. Example if she tried to shapeshift into another pony she would look like a kirin version of them, same with any kind of animal she could shapeshift into.
