Yes, he's named after the Regular Show character. While he's listed under "pets," he isn't actually anyone's pet per se. He kind of just goes around the city and most everyone in the cast is aware of him and probably feeds him. Aurelia usually sends him after Alex--first to annoy him, and then just because Alex likes having the weirdo raccoon around. Rigby is a shining star.
