"Failed" lab experiment. Scientists wanted to give a human body an specific type of blood, however, the result of all those experiments resulted in a new type of blood characterized by looking like a neon substance. Though because the blood search was an important request, neonkid was dubbed a "failed" experiment, and was thrown aside. His blood, however, is able to give "inmortality" to those who possess it. 

His blood also lets him glow in dark spaces, although it takes a little while to be completely lit up. After meeting skelestar, they became almost like brothers. Due to skelestars interest in the hero vs villain dynamic in the city they were staying in, they decided to join A.K.U (bc it looked cooler).
