Whelp belonged to a swarm predominantly ruled by Scizor. Despite having reached the age of being fit for combat, Whelp, unlike his peers, did not evolve. As a result, most Scizor looked down on him. One group of Scizor that "tolerated" Whelp's presence decided to haze him to allow him to join them.
He was to enter combat in an area known to be highly infected with a virus of sorts that made Pokemon go berserk.
Whelp was infected and remained in that area for some period of time before being defeated by Treasure and her partner Sparks. He was cured of his ailment and joined the two's gang. Since then, he's learned to accept himself as he is and proudly lives as a Scyther as opposed to a Scizor.
