Carnelian and Twine are living through a war waged between their two races. Millions of years ago, they were descended from the same ancestor, but eventually their species parted ways; the Salm (salamander ish people) became semi-aquatic, being able to live in the wetlands that the planet is mostly made of, while the Mer (mermaid people) remained in the water, spreading to both freshwater and saltwater habitats. The war between their two species has lasted longer than anyone alive can remember, so much so that the original cause for the fighting has been almost obscured by time.

Carnelian is a soldier of the Salm, and a forbidden one at that. All Salm soldiers were to be male, but she had snuck into the military in order to serve. She had not expected the war to be so cruel.

Twine is a Sea Witch. One of very few, she is an apprentice to the Master Sea Witch. As a Sea Witch, she is adept at creating concoctions, healing wounds, and designing poisons, but she is no less of a force when put into combat.

One day, Carnelian is on the battlefield and is taken down by a Mer's spear. As she lay in the mud, bleeding out, however, Twine happened upon her. Twine, realising that Carnelian was a woman, knew that her peers might kill her if they found out. Twine decided to bring Carnelian to her cove in the Sea Witch Grove and heal her, knowing full well the danger this would entail.

As Carnelian healed, she realised where she was, but was unable to escape her room, as it was an air pocket in the cove just above the water. Though she could swim, her gills had been harmed by the spear and therefore might cause her to drown.

Though in the beginning Carnelian was aggressive and mistrustful, Carnelian soon realised that Twine didn't have any intentions as to kill her. And so, the two began bonding, and eventually Carnelian's gills healed completely. After this, they parted ways, but they longed to stay together without saying it.

Carnelian returned to her group of soldiers, and soon, she was questioned. Her general believed that she had spent the past few weeks with the enemy, and demanded that if information could be exchanged, no harm would come to Carnelian. Under pressure, Carnelian broke, and using the information Carnelian provided about the route to the Sea Witch Grove began to plan their assault on the Mers' most valued group.

Carnelian flees the camp to alert Twine, but is stopped by one of her former friends in her unit. He realises that she is escaping in order to tell the Mer, and attacks her with a knife. Their fight is brutal and fierce, and Carnelian takes many blows from the knife. Finally, Carnelian manages to stab him in the stomach with his own knife, before fleeing the scene.

Carnelian finally reaches Twine's cove, but she isn't there, and Carnelian starts searching desperately for something to stop her bleeding. 

When Twine comes home, she is shocked by the scent of blood in the water, and discovers Carnelian trying to wrap her arm in seaweed in the air pocket. After helping Carnelian with her wounds, Carnelian explains to Twine the situation. Without hesitation, Twine and Carnelian rush to the Master of Sea Witches, otherwise known as Master Coil, and tell her the situation. Master Coil, unlike Twine, is a strict, apathetic Mer with little interest in how Carnelian helped them, and she sends the Salm to the dungeons.

After keeping the Salm armies at bay, Twine demands that Coil release Carnelian. Coil refuses.

Twine visits Carnelian's prison and realises how mistreated the Salm is becoming, so she again asks Coil to release her. When Coil refuses again, Twine challenges her for her title, to which Coil agrees. Though both are matched, Twine is faster and younger, and eventually overcomes Coil, slaying her.

She frees Carnelian.
