Bolt has learned, from experience, that it is very difficult to get the approval or blessing to do something in Havenner Town by the Mayor, especially since the Mayor tends to find no real reason for certain things. However, Bolt coming from the main HQ of the Explorer's Guild and requesting to open up a division headquarters, like a branch-off of the main guild, in Havenner Town piqued his interest, which thrilled the Rotom-Dragonite. It wasn't every day a member of the Heartcatch Central Explorer's Guild requests something in any particular town in the region, and yet here Bolt was, doing exactly that.
However, whether the Mayor did not know or could not recall, Bolt was actually born and raised in Havenner Town before joining the Explorer's Guild, which is why the town is where he headed to open up a branch of the Explorer's Guild to run on his own. Having since ran it for quite some time with his right-hand, Spiral, the happy-go-lucky Pokemon enjoys watching the Pokemon who join the guild grow and change and flourish as adventurers, and he could not be more proud of each and every one of them. In particular, he is very proud of how far both Perun and Tethys have come in their particular teams, and he cannot wait to see what else they can bring to the table for the Guild.
