Jay is rude, obnoxious, and not very bright. He often makes fun of anyone he can, laughing at them if they get offended. He is disliked by everyone at the circus. However, the audience loves him.

Jay wears his circus uniform almost always. This consists of a poofy clown jumpsuit with a blue frilly collar and a hat with the word "dunce" written on it. He has dark curly hair and somewhat dark skin. He has seal ears and tail, even when in his human-like form. He has long whiskers.

Jay was taken in by a circus due to his ability to shape shift when he was very, very young. He grew up in the circus, being the crowd favorite. He often shapeshifts into a seal, doing tricks and making fun of the audience. He got the nickname "Mocking-Jay" from this teasing.
