Pinky is a "failed" mew. It's DNA had a bit too much eevee in it, when it was created, it had some atributes from the eevee who's DNA was in it. It can in fact evolve into the eeveelutions, but unlike a normal eevee, it can de-evolve back into just an eevee/mew fusion.
