What "Nine" lacks in any identifiable history they make up for in blatant apathy and seemingly garnering enjoyment from taunting and teasing. Aloof, laid back and questionable in their morals - they seem to skirt around answering any questions about themselves or why they're here. Preferring to give new answers every time. Weather they're messing with the arcade machines, hunting people for sport, badgering William in the basement, or cutting people's brakes, there's ONE problem Nine seems to have no matter what they do : 

They're so BOOOOORED!

Nine is revealed to be a rather high level cultist, something other Devotees don't seem rather happy about. This alludes to the idea that Nine had done something so helpful for the cult that the council had to reward the behavior, despite how disloyal and unserious Nine seems to treat everything.
