The Department Head of the Welfare Team and Folc's cousin. Believes only herself and a select few others are deserving of power, people who were born in Nests outside of those few are deserving of decent treatment whilst still subordinate to them, and anyone else have no worth other than usefulness. She likens these rungs of hierarchy to painters, paintbrushes, and paint, respectively.
