cheeky and lively but a little prissy. some sort of celestial sea royalty but likes to mingle with mortals... only able to assume humanoid form on certain conditions/occasions (tbd) but she enjoys going to beach shores and collecting things and peoplewatching lol.

translucent shawl thingy is optional, or you could make it more opaque. feel free to simplify markings, especially on the main body. silk ribbons can be shortened if needed etc.
she has scales on her cheeks, shoulders, top side of arms/hands etc.
