Introduction
Gray is a trainer from Pallet Town, and is currently the Champion of Johto, overseeing the Indigo League along with Lance.
If you ask around, you can hear the people of Johto whisper about their 'ghost Champion' who leaves the governing of the region mainly to the Elite Four, and rarely exits her chamber. They whisper about her strange, foreign team, and how they seem to understand her without a word. They whisper about how it's rare to see her in public, and even rarer to see her battle a challenger.
Most of all, they whisper about the Master Ball clipped to her belt that she never ever touches, not even once.

Summary
Gray always had high expectations of her as the only daughter of the famed Brenton Hale, the ex-Gym Leader of Hammerlocke City's famous Dragon-type Gym. Even though her father lived in Galar and she barely knew him growing up, people always assumed she'd follow in his footsteps.
Over the course of Gray's travels, she was considered one of the most promising rookies – yet another of Professor Oak's hand-picked prodigies, the likes of which hadn't been seen since Red and Blue. Gray stampeded her way through Indigo League Gym Circuit, earning the nickname 'Halestorm', and managed to earn all sixteen badges in a record-breaking two years.
Lance warned her about taking on the final challenge before she was ready. He warned her about the strange signals that Team Rocket has been broadcasting that was agitating pokemon in the wild, and that Victory Road would be even more unpredictable than usual. But Gray was barely sixteen, and still riding high off the praise. Two whole regions had their eyes on her, and naturally, it went to her head. As far as she was concerned, she was undefeated.
But they say pride cometh before a fall, and Gray and her team run into a feral Ursaring, driven mad by Team Rocket's broadcasts, and the event results in the death of all of Gray's pokemon. She very nearly loses her own life, and most likely would have, if it wasn't for Lance's timely arrival.
Traumatised and guilt-ridden after the tragedy, Gray returns to Pallet Town. Months pass by with no improvement or signs of moving on, so her mother decides a change of scenery might help, and arranges for her to go live with her father for a bit in Galar.
For years no one in Johto hears a single word about Gray, until she returns one day, with a brand new team, and launches a single-handed raid on one of Team Rocket's secret facilities – the very same one that was broadcasting the strange signals from five years ago.
She emerged from the burning building with a new Master Ball on her belt, but refused to speak of what was inside, not even to Lance.
She did however agree to assume a position as Johto's new Champion – not because she's particularly interested in battling anymore, but rather so she has full executive power to make sure Team Rocket never reforms in the region.
