'II'/Two

-Is part of the police
-Normaly wears his suit open (but I drew it closed for some reason)

'II'/Two is the third member to join 'Numbers' after 'I'/One called the police because of his brother missing. Since 'I'/One was only 11 at the time, 'II'/Two joined his little crew just to look over him and also get a room in their apartment since two apartments belonged to RICE , the group of 'I'/One's brother. When the 'Numbers' started doing illegal stuff and breaking the law, he would mostly cover their tracks when assigned to their stuff. He may be part of the police but also still supports the 'Numbers' by "randomly" patroling to a specific point to stop a fight or notifying them when police is nearby or on the way. 

He has a living tatoo on his shoulder (a white dragon) that sometimes moves and changes position. He also gets called "The White Dragon" in his office (not because of the tatoo) because if he gets angry, no one should ever mess with him, not even his boss.
