The first one out of the Council Loukas met and actually managed to talked to. they've been friends for eons and Lucio was the one who got him the posistion to work amongst the Council.
While working in the lab, he has Alexis working along side him doing her own projects. every now and then Loukas will give her tips and pointers aswell as different tasks that revolve around her studies.
While Levi doesn't spend as much time with Loukas as his sister, he still visits regualarly just to see how they're doing. Loukas is always happy to see him.
Loukas hasn't seen Phillip in ages and isn't too worried about how he's doing and is actually. but he is curious as to why he acts the way he does.
River never really treated him right and would always degrade him despite his efforts to impress. so he tries to avoid her all together.
Ever since Loukas got to meet The Council; Halo in particular he always admired because of how straight forward they were, and how they could look into a persons soul so easily.
They met a long time ago, and he hasn't seen her since and is a bit too scared to look for her now.
