Draco is a former police navi, having deserted his squad after spending a good number of years with them out of pure disdain for their status quo. For months he roamed the internet fighting on his own until he stumbled upon Kozai, his current netop, who took him in and completely augmented his capabilities. While they started off with a stray/rehabilitator relationship, the tables slowly flipped as they each became more comfortable with each other, Kozai retreating into his shy, cozy hole and Draco regaining his boisterousness.
They aren't able to go full synchro yet because Draco hasn't fully "shaken off" his previous netop.
