Once the sole child of an affluent family, Noe Itō (伊藤 野枝, Itō Noe) was left a hollow and unsure shell after a crushing betrayal. In an attempt to restart her life, she chose to move away from her past to find her own place in the world. From the get go, Noe is often seen as a very friendly and somewhat outgoing young woman. She has a very patient temperament, and it’s never difficult for her to deal with just about anyone, making her very easy to get along with. She tends to be very empathetic to the people around her, and rarely allows people to get away with lying to her about being okay when she’s well aware they’re not. She is never afraid to engage with strangers and tends to be very charismatic due to the friendly aura around her. She can be a bit shy at times, despite her outgoing nature, but she rarely allows this to overcome her. She can seem a bit like an airhead at times, but is actually sharp as a whip, in part due to her ability and in part due to her upbringing. As patient as she is, she handles stress very well and rarely cracks under pressure. She can be somewhat snarky at times, and does have a fairly sarcastic side to her, though her humor is often missed by those who can’t get through her friendly face. Despite her overall approachable exterior, Noe struggles with some serious self-esteem issues. Due to mistakes she had made in her past, she often feels rather useless beyond the scope of her ability, and often finds herself criticizing her every move. She has had a very hard time moving past her own past and these events left her somewhat scarred and fractured, resulting in much of the worthlessness she feels. The results of these events have also left her with some serious trust issues, and it is hard for her to grow attached to others because of it. She tends to have a bit of a hard time opening up completely to others because of this, and sometimes finds herself being rather selfish in her need for self-preservation. Despite these issues, Noe does have a somewhat indomitable determination about her, and, when it comes around, it’s difficult to stop her once she gets going on something.

Ability: Flight of Shinigami

Noe has a unique connection to the supernatural that allows her to borrow their residual energy. She is able to obtain information and read others with this ability actively through ESP, primarily Clairvoyance, and is granted a sixth sense passively. She does not always understand the information she receives however, often needing help from others to analyze it (especially when it comes to impersonal information), and is prone to sensory overloads. She can also manifest power to a physical form, through it tires her greatly.

Childhood

Noe was born to a well to do family of nobility on the island of Kyushu. Noe was a very privileged and well-tended in her home life, and was well aware of just how lucky she was. Provided with the best education affordable, Noe soon proved to be a very studious and dedicated young woman when it came to everything she did, and was well cultured in various art forms, especially when it came to literature and writing. Still, despite her refined nature and upbringing, there was a spark of uncertainty in the girl that soon formed a rather enigmatic side to her initial nature. She never exactly felt “right” within the bounds of her family, but she never could figure out why. She often felt strange, "seeing" things, reoccurring dreams and nightmares plaguing her mind as she felt something speaking to her. Even when awake, she often found herself in confusing dreamlike states at times. She could offer no explanation of her own, nor could anyone else even begin to believe her when she talked about these issues, passing it all as a child’s imagination. Still, these feelings also contributed to her ability to understand and comprehend others, often proving to be more aware of herself and other, and able to retain information easily, even information she likely shouldn’t have known. Things simply seemed to come to her. Regardless, this lingering feeling of a black sheep soon led to Noe forming a rather rebellious side to her, unable and unwilling to conform completely when she could barely understand herself at times. Still, Noe was aware of her place and was not about to take her family for granted. That was, at least, until her family did just this to her.

Leaving Home

When Noe turned 20, she was informed by her parents that she would be entered into an arranged marriage that would be beneficial to both families as a whole. Initially, though feeling like a tool more than anything else, Noe complied, not exactly seeing herself going anywhere else in life anyway. That was, at least, until she met a young man who changed her life completely. Noe felt love for the first time in her life, a real and true love where she felt a sense of belonging. It wasn’t long until Noe began an affair with this man, despite still being betrothed by her parents’ wishes. The pair were careful to keep their secret, and were even more cautious with the actions they took, Noe very unwilling to go very far physically until they could figure out a real and true way to be together. This was the first time anything really mattered to Noe, and the first time she had ever felt she truly mattered to anyone else. Feeling a sense of belonging was not something that Noe was willing to give up, and it was for this reason that it was not hard for Noe’s lover to convince her to run away with him and elope some year or two after their affair started.

The pair were convinced it was the only way for the two of them to really be together. Despite the losses Noe would incur and the disappointment she would be saddled with, Noe decided it was worth the risk to be with the man she loved. And so they ran, leaving everything behind and eventually ending up in the Kanagawa Prefecture. The pair was very idealistic about their future together, and Noe was eager to being their new life. However, things were not to be the fairy tale that Noe so wished them to be. Finally becoming free of their expectations and demands, Noe’s lover was able to convince her to take the next step in their relationship despite Noe’s reservations. She was scared but felt she was prepared to give herself up fully to the man she had come to love if it meant spending the rest of her days with him, finally safe and understood. Unfortunately, the feeling was not mutual. Only days after Noe had given up everything to him, she found her trust and heart broken when her lover left her, clearly having gotten what he wanted. Noe was left a broken shell of a woman, lost and left with little but some spare change, the clothes on her back and a weighted feeling of betrayal and sadness she couldn’t seem to shake.

New Start

Soon, Noe was forced to make a choice: risk returning home and facing disgrace, as well as further disgracing her family, or to find a new place of belonging elsewhere. She chose the latter. Figuring her best bet was to head into the city to look for work and lodging, Noe eventually ended up in Yokohama. Despite being raised such a privileged and somewhat sheltered child, Noe proved to be rather streetwise and more than capable of minding herself. The ability that had once plagued her played an essential role in keeping her alive, sharpening her senses and awareness as things came to her easily. It didn’t take Noe long to find a blessing in the form of a sympathetic family of two, a young girl and a woman named Fumiko Enchi, and a job in a family run bookstore. The pair was happy to take Noe in after hearing the girl’s tale, or at least an altered version of it, and provided her with room and board until she could find a place of her own. Noe proved to be as diligent as ever when it came to work, but remained distant, despite Fumiko’s kindness. She was scared of getting hurt again, and often found herself seeking solitude to a degree, reflecting on her life and the lives of others who had suffered as she had suffered. She began to express her frustrations through writings, writing anonymous and almost fanciful letters to no one about her experiences and other social issues, especially of the feminist variety, in order to vent her frustrations. When the letters stopped working, Noe eventually began writing short stories that dealt with topics dear to her, some satirical, others a degree more direct in their messages, but all very important to her, and extremely well written. These pieces were so well written, in fact, that they eventually landed Noe a job with a local feminist magazine after Fumiko presented some of Noe’s work to the editor, who happened to be a friend. And so, Noe continued to work in the bookstore with the family, taking up work with the magazine on a job by job basis, determined to make an impact where she could.

Despite things looking up for her on the outside, Noe was far from out of the woods. Ever since she had been abandoned, Noe had felt similar feelings to those she had felt growing up. Confusion plagued her mind as nightmares and voices plagued her sleep. However, things had become much more intense as of late, to the point where others could begin to see that which was affecting her. There was a dark aura forming around Noe as she began to lose herself, convinced she was losing her mind. However,Fumiko had other ideas. She confronted Noe about herself and her past, and Noe was unable to keep herself from confessing all to this woman who had taken her on as family. She explained the experiences she had been feeling, as well as her strange abilities that seemed to reflect a degree of Extrasensory Perception. Having heard the confused young woman’s tale, the matriarch proposed an idea to Noe: seek assistance from the Armed Detective Agency. She felt that they would be best equipped to deal with Noe’s problems, suspecting she might be an unaware ability user, though not prepared to tell Noe, fearing she could not provide the answers as well as they could.

First encounter with the ADA

Seeing herself with little choice, Noe eventually elected to approach the Armed Detective Agency about her problem, figuring if anyone would help, it would be people who dealt with strange occurrences all the time. After working up the courage, Noe eventually met with Doppo Kunikida and Osamu Dazai and did her best to explain the exact issues she was facing. Unfortunately, she could see they were unsure of exactly how to help her, and the more she explained, the more ridiculous she began to feel. It wasn’t long before Noe quickly excused herself and apologized for wasting their time, running out of the office before anyone was able to offer any real assistance. However, Dazai was well aware that there was, in fact, something strange about her however, and was not about to let her simply walk off. Noe began to make her way home, debating leaving the city to continue searching for help, no longer wanting to burden the family that had taken her in. Before she could make a decision, however, Noe was faced with an event that would change her life.

Losing Control

Noe returned home to contemplate things and, after a few days, decided it would be best for her to leave her current home to avoid causing problems. Fumiko was sad to see her go, but understood she had to do what she had to do. She offered to help set Noe up with a job and board at a hotel through the help of an old friend. Noe gladly accepted the woman’s generosity and went on to work in a casino bar for a time located in the hotel Her troubling thoughts didn’t subside but she no longer felt she was hurting others with them, and was much more relaxed. She bonded with other works, especially her manager. She thought things might be looking up to a degree. But it wasn’t that simple. One day while working a charity event, Noe experienced a rather violent and vivid vision. She was confused and unsure but knew something wasn’t right and that she and others weren’t safe. She went to confide in her manager, who reassured her she was just overthinking things. However, Noe’s fears soon proved right when a group of people began attempting to rob the casino.

Flying into a panic and considering her previous feelings and thoughts, It was then that Noe’s powers manifested in full as she tried her best to protect those around her. A shadowy robbed figure appeared before her and began lashing out at the gang, making short work of them. However, Noe was unable to retain herself, the sudden power she had been granted soon flying out of her control. Quickly draining and losing control of herself, Noe was prepared to lose herself. Everything stopped suddenly, however, and the last thing Noe saw before passing out was Dazai’s face, a comforting smile upon it as she passed out cold. Noe once again entered a dreamlike state, but things had become clearer for her. A wraith in black before her introduced itself, giving explanation to Noe where it could: Its name was Tamashini and it was here to help Noe learn to control her abilities, explaining her connection to the paranormal and her ESP shortly before Noe finally began to regain consciousness.

Joining the ADA

When she awoke, Noe found herself in the ADA infirmary, the same face she had passed out to once again smiling as she awoke. He explained to her everything that had happened, from her losing herself to him shutting down her ability. He also explained the events that had led up to the event. Noe had not been the first person to approach the ADA about her ability. Rather Fumiko approached the ADA on her behalf, negotiating with them to at least take into consideration what Noe could be, carefully describing her symptoms and behaviors. She was well aware that Noe was an ability user and believed she needed to seek the help, also believing that Noe could potentially be useful if she learned control but was a potential danger left unattended. She left them on the words: “People like you and me… we know when people are special.” After Noe ran off, Dazai was well aware that there was more to Noe that met the eye and spoke to Fumiko once more along with Fukuzawa. It was decided that Dazai and Kunikida would approach Noe to offer her a chance to join the agency, assuring her she wasn't alone in things despite her reservations.

Dazai explained what had taken place upon their arrival and his decision to stop her ability, amazed at the pure chaos it had reaped. He asked if she understood herself a little better afterword’s, and she confirmed that she did, though she still had little control over herself, apologizing for her outburst. He asked what had prompted her to stay instead of fleeing, and what exactly forced her into a rage. She simply replied that “I didn’t see it, but I knew it. I didn’t understand it completely, but something was wrong and I couldn’t just do nothing. Whatever happened, it made that situation my responsibility. If you see bad things happening and you do nothing, you’re no better than the ones doing it.”

She was presented to Fukuzawa Yukichi, the president of the ADA, and offered the opportunity to join the ADA and further learn to control her abilities while using them to help others. Seeing little chance elsewhere, Noe accepted, and was presented with the task of using her ability to help bring the various attacks, such as the one she had been subjected to, to a close. Through the use of her clairvoyance, Noe was effectively able to help bring the attacks to a close, proving herself in the process. She eventually identified the ringleader of the events as an ability user with the ability to use voodoodolls to control others. The confrontation began to spin out of control as Dazai and Kunikida found themselves indisposed during the encounter, and Noe having been drawn under the ability user's control. A powerful second ability user being controled soon threatened to kill the 3, the only ones who knew who was responsible for these attacks, but Noe soon proved herself willing to give everything she had to protect the people depending on her, even if she wasn’t sure if she could ever trust anyone again. For the first time since her betrayal, Noe had finally found a sense of purpose, and wasn’t prepared to let that go. In the moment of desperation, the entity who had been the catalyst of her rage spoke to her, encouraging and reassuring her that she would never be alone in facing things, freeing noe from control of the Voodoo user. She was able to retaliate, defeating the ability user and freeing those who had been under his control and promptly capturing him. following this, it was announced that noe had passed her test and officially joined the agency after proving her determination and good intentions. Only time would tell what was in store for the young woman as she continued to learn about her ability and about herself.little did she know, there was so much more to these events than met the eyes.

Megumi Tachikawa [ Friend ]

One of the first people Noe met when joining the ADA, Noe considers Megumi to be her best friend and closest confidant. The pair often find themselves pairing up with one another for jobs, Noe’s perceptive and combative abilities complimenting Megumi’s own ability, and working very well together. Noe appreciates Megumi’s kindness and understanding, and empathizes with her past, both having come from similar families. She also feels comfortable confiding in her, as she has never judged Noe despite Noe’s dangerous and somewhat unsettling ability. It is also for this reason she tends to be very protective of her. She worries for her following her discovery of Megumi’s infatuation with a member of the Port Mafia, but supports her none the less, doing what she can to help her attain her desired relationship.

Osamu Dazai [ Lover ]

The relationship that Noe and Dazai share is a complex one to say the least. The two had always got on well from their initial meeting, but both were aware there was a deeper seeded darkness to one another than they were willing to share. Noe’s natural ability to perceive others allowed her to see a much deeper side to Dazai than he was initially willing to present. She was well aware that behind his mask, there was a deeper seeded darkness and emptiness he seemed to struggle with. At a level, she empathizes with this, having her own hole she can’t seem to fill but isn’t willing to show, something Dazai himself is aware of on his end. Because of all this, Noe has always acknowledged Dazai as some she needed to stand by, despite all that has and could possibly happen. Even if she is unable to completely fill the void which resides in him, she does her best to act as a light in the dark where she can. She’s challenged his attempts at apathy on multiple occasions, and he has shown he does care about her a great deal, despite his darker nature. She knows very well that he could take advantage of her as others have, that hes capable of it, but she refuses to give up on him. She knows she may be an idealist but she wants to try. On a similar level, Dazai is well aware of Noe’s internal struggles, even if she refuses to initially acknowledge them. She struggles a great deal with her confidence, and often feels less than human and very low because of her experiences. Being able to level with her on this, and feeling something of an affection and concern for her because of all this, Dazai often makes rather unorthodox attempts to keep Noe from completely falling to the level he himself found himself in. He greatly admires her desire to raise others up despite her own issues, and finds himself moved by her constant attempts to keep even himself afloat at times. Despite initial jokes of double suicide with her, he soon found himself refraining from mentioning it when it began to actually seem like something she may do if she sank any further. Because of his constant presence around her and his kind regard for her, Dazai became something of a supportive fixture in Noe’s life, despite the risks even he had of collapsing. It was this support that helped Noe learn how to trust and even love once again, despite fears and being well aware of the total advantage he could take of her. Unwilling to let her past continue to control her, Noe eventually acknowledged her feelings for Dazai, and was willing to spill them out to him. Feeling safer with him, she assured him that he didn’t have to return her affections or anything, and that, if there ever was a chance that he could, she was willing to wait for him to do so, an actions that he, eventually, was able to reciprocate.

Fumiko Enchi [ Mother Figure ]

Noe considers Fumiko to be the closest thing she has to a family outside the ADA. When Noe first arrived in Yokohama after leaving home and being abandoned by her first love, Fumiko was quick to take the girl under her wing upon discovering her in a church. Fumiko helped Noe to find a job and a secure place to live, and was quick to seek assistance from Fukuzawa for Noe upon discovering her abilities and inability to control them. There is very little Noe wouldn’t do for Fumiko, with the latter returning he sentiment. There is no one Noe respects more than her mother figure.

Tamashini [ Familiar ]

Upon first discovering Tamashini’s existence, Noe was beyond terrified of the apparition. She had no idea what she was or what she wanted, and struggled to come to terms with the fact she had a creature haunting her shadow. However, Tamashini soon came to prove a capable ally to Noe, and showed real and true care for the girl. Noe is grateful for Tamashini’s guidance in life, and the pair work in perfect unison with one another
