Part of Avery's agency - he mainly got people out of precarious situations. His uniform lets him anchor himself and he'd then use his quirk to pull people to himself. I also didn't realize there was a character named Whiplash til a couple of days later after making him and i cri as I cant think of a different hero name. Also the reason he needs the anchors is cuz he can end up throwing himself backwards with the momentum of pulling people
