He, alongside Steven, were conceptualized through a lil character challenge of using 3 random songs - 2 for the characters and 1 for what their relationship is like. For Charles, it was the Yandere sim song for iHasCupquake.
He is technically a Yandere type character but the relationship between him and Steven is pretty healthy - especially in the Covert Skirmish.
For both, they met through Steven's work/hobby and later started dating.
In the OG universe he's from, Charles uses his willingness to murder to protect Steven (as Steven is an animal hybrid on Earth where he'd get hunted down for that basically) and Steven helps Charles learn to not be overly worried by helping him not get too stressed when away
In Covert Skirmish, he's part of the shady business the bar takes part in - he works as security in the bar but would get hired to kidnap or kill certain targets. He makes sure Steven is unaware of this - which isn't hard as Steven is actively making sure to not know what's going on.
