While Carl doesn't look as much like a Mewtwo as most of the others - they do have some DNA from Mewtwo in them. They may arguably have one of the more depressing back stories - but that doesn't get him down.
Carl was lab-grown, along with dozens of other experimental Pokemon. Many of them were unsuccessful experiments and disposed of. Some had behavioral issues and were forced to live in a cage, neglected and not allowed a chance to learn how they should behave.
