Fuyuko Chiyoda is a character in Persona 2: Innocent Sin. She is a Persona User and a member of the Party. She makes a reappearance in Persona 2: Eternal Punishment as a minor character. A victim of sexual harassment and incessant rumors about being a prostitute, the once normal Fuyuko dons on the facade of a rough and tumble rebel girl to ensure to herself that she can save herself and nobody will ever attempt on her again. Fuyuko then gets referenced in Persona 3 in the TV show Who's Who? Afterwards, she makes a reappearance in Persona 5, playing a bigger role as the new custodian of the Phantom Thief Aoi Chosokabe, her nephew.

Design

Fuyuko was designed with the thought of a stereotypical rebel girl and sukeban in mind, keeping her bangs and two long braids and a long skirt.


Personality

"Fuyuko Chiyoda - a third year in Seven Sisters High School and classmate to Tatsuya Suou in Class 3-B. A former role model student and overachiever, nobody knows exactly what happened to her that she became a rebel."

Fuyuko comes off as incredibly aloof and rough with others. She does not speak with profanity, but her tone is curt and rude. Even when approached, she becomes defensive and wishes to end conversations quickly. She tries very hard to make sure people are scared of her, even if it leads to her isolation from her peers. She has ended up keeping many people away from her, with the exception of her best friend.

Even though she is lonesome, she is incredibly hardworking and determined to work towards her own goals. She in independent and more often than not doesn't ask help from others. When she is asked for help, most of the time she will end up refusing, afraid that her show of kindness will lead to her being taken for granted and abused. Even when offered help, she will refuse, feeling like she is showing weakness.

Fuyuko is known to also hold a lot of anger and spite inside her, and it causes her to be cold and rude to just about anyone. She's very particular with men, and refuses to take any shit from them. She makes her opinions known to them even if it angered them, rattling them that a girl had the gall to speak as such of them. Fuyuko has also developed spite for people with happy families, seeing as her own seemingly happy one kicked her out and invalidated all her feelings for the sake of image.

Many people have expressed that she was not this way before. Her change was particularly enigmatic to others, as they recall her being incredibly open and headstrong, and not afraid to be around people. She was a model student, a nice girl, involved with her peers and school and was on good terms with others. To have her change drastically was a shock, and it wasn't taken too well. While others want to believe the "old Fuyuko" is still there, it was Fuyuko's very own decision to become the person she is now. She is well aware of the consequences that she had to face, and so far has been taking it well despite her loneliness.

She eventually learns to trust in others again, despite her personal changes. She begins to rationalize that she was so afraid of reliving her trauma that she forced herself away from others, especially those who were genuine with their care for her. She becomes rather introspective and thinks upon where she is taking herself with her decisions. Eventually, she begins to soften up, realizing that she was overcompensating out of fear. She is letting others win by letting her own fear dictate her.

Story

Early Life

Fuyuko was born with a silver spoon in the Hirasaka District of Sumaru City. Her parents were reputable in their lines of work, and were some sorts of public figures. She had an older sister about eight years her senior. It would be safe to say that Fuyuko herself lived a fairly normal life in particular. A hard worker from an early age, she worked earnestly for her numerous achievements in school. Aside from academics, she was involved in extracurriculars and was known to be a model student. Her home life wasn't much trouble, as the only boundaries her parents set for her were actions that would soil her and her family's reputation. Fuyuko has stayed away from any big trouble for so long,

She was close to her sister. For most of her life, Fuyuko had mostly followed in her sister's footsteps as she saw her as a role model. It was unsurprising when Fuyuko was incredibly saddened when her sister had to move to Tokyo for college, and eventually marry there. While they still kept in touch, Fuyuko also learned to become independent then.

However; Fuyuko had become a target for a man intending to sexually assault her just a few months before she became a senior in High School. She went on a simple night errand her mother had forgot to do before returning home, and she was assaulted out in the open. Determined to save herself from rape, humiliation and subsequent trauma, she fought back. Unknown to her, she blacked out and was already grabbing whatever objects she could to beat her assailant. When she came to, she realized what she had done, and that people had watched. She did not kill her assailant, but whatever happened had her arrested and put into holding. The experience had traumatized her and made her lose trust in older men.

Expecting to be saved by her parents, she tried to explain herself that she was harassed. however; recalling the events had caused her to break down and become incoherent. Taking it as guilt rather than trauma she has to recollect, she was kicked out. While they had the grace to boot Fuyuko out with her belongings, they had also tried barring her from her sister, who heard of what happened. Embittered and scared after the experience, Fuyuko forced upon herself a facade of a rebel and a tough girl that would make sure people scared of her. To cope, she had forced herself to smoke and get into fights, blacking out whenever she did the latter, and doing more damage than what she should have done.

Betrayed and alone, Fuyuko had tried staying at her best friend's place in Rengedai. With luck and much convincing, Fuyuko was allowed to stay for as long as she did good in school and helped around the house. However; she never truly opened up as to why she was now estranged with her family.


Innocent Sin

Fuyuko can be interacted with at the start of the game in class 3-B. She is rather cold to Tatsuya and keeps her distance if he keeps his. She will express genuine surprise that Tatsuya even went up to her. Whenever the party finds themselves in Sevens, Fuyuko will always be present around campus. When Lisa joins the party, she becomes more receptive of Tatsuya and even considerably tolerant of Eikichi.

When the Emblem Curse falls upon Seven Sisters High School, Fuyuko is made aware of the events happening. She is not afflicted, but has noted that it is incredibly uncanny. When Lisa and Maya ask her for help, saying they need some extra manpower, Fuyuko reluctantly agrees. Tatsuya extends his plea to her as well. This solidifies Fuyuko joining the party. When the party faces Principal Hanya, Fuyuko took it as a personal vengeance to get back at him for bothering her and causing her trouble for menial things. Fuyuko was the one who told Tatsuya to say Hanya didn't make it, but ended up frazzled herself when she found out what Tatsuya had said had become true.

Fuyuko mostly follows everyone around since they seem to be okay with her rather than ostracizing her. Her attempts at pushing them away earned her some scolding from Eikichi and Lisa, who didn't get why she wanted them to keep a distance even when she is around them. She easily gets along better with Maya and Yukino, who defend her and try to gently persuade her to open up.

Sometime later, Fuyuko is forced to face her past and recollect her trauma once again when rumors about her start up around school and Hirasaka. She becomes a rumored high school prostitute, leading many men to approach her. As she remembers what happened to her, she is on constant edge and ends up breaking down. Tatsuya then concludes that something must have happened to her in a similar manner such as this, and realizes it may just also be why she acts the way she does. She is promised by Tatsuya that they will figure out who is behind this, and that she will throw the first punch. Upon finding out who spread the rumors, Fuyuko was petrified to find out it was the man she fought. His face had been disfigured due to her beating, and began to blame her for all the bad things that happened to him. She was even told to be thankful that she is even desired, because not a lot of women deserve to be "desired" anyway. Fuyuko is kept in control by the party, but Tatsuya berates them for doing so. Fuyuko is said to hold every right to let go and be angry, and with that, everyone steps aside as Fuyuko delivers a beatdown with Alecto.

Fuyuko, now determined to stay and fight with the party, fully participates in investigating the arson cases happening around the city. [[ TBA ]]

Eternal Punishment

In Persona 2: Eternal Punishment, Fuyuko is a visiting student from Tokyo. She was still assaulted, but in this universe, her sister had the means to take her in and accomodate her in Tokyo. She is in Sumaru with her class on a school trip. it is notable that Fuyuko's uniform in this universe is highly reminiscent of the Shujin High School uniform from Persona 5. However; due to transportation and accomodation problems, the students are stranded in Sumaru. She recognizes Tatsuya but cannot point out just from where. Her peers joke at her that she developed a crush on a bad boy, but she is sure that she knows him from before.

Like Lisa, Eikichi and Jun, Fuyuko is one of those kidnapped by Nyarlathotep late in the game. She is then forced to revoke her memories of the "Other Side". If Maya and her team save Fuyuko, but she wakes up before Philemon can send her back home, she desperately calls out to Maya and Tatsuya, and even yelling at them for ignoring her. She says she can help, and she can still summon Atropos. However, Tatsuya and Maya are forced to turn away from her as Philemon returns him to Sumaru with the rest. Fuyuko calls out to them, crying out that she can still fight.

Persona 3

Fuyuko is not directly mentioned in Persona 3, but she is present in the TV Show Who's Who? by Trish. She is introduced as a woman in her 20s and a social worker who works with helping victims of sexual assault process their trauma, particularly young girls. She is also dubbed a "feminist" and is proud to hold that title to herself. Trish then says "men beware of a woman's wrath" before ending Fuyuko's segment.


Persona 5

By Persona 5, Fuyuko had lost her job as a social worker for a few years now due to rejecting her employer's advances and resulting in violence when he ignored all her rejections. Due to his connections, Fuyuko herself could not find a new job in different social work offices. Desperate to keep herself financially afloat, she ends up as a hostess in Shinjuku. Disappointed with her life, she realizes that life is cruel enough to put her back in the position she was in years ago. When her situation reaches the ears of an old friend and yakuza associate, Xianyao Guang (( TO BE POSTED )), he gives her financial help and protection.

When she finds out that her sister's son, Aoi, had been kicked out, she was furious. She found out due to her sister asking her to take care of Aoi, as he was kicked out by his father for his sexuality. Livid, she harshly scolded her sister for doing nothing, for not fighting for her son. When she found Aoi living in a boy's dorm, she offered to pay for his tuition and that her home is open to him whenever he felt the need to be there. She also finds out that Aoi was forced to become a prostitute due to his father kicking him out, and her lividity is taken to another level. She cuts off all ties with her sister, cursing her brother-in-law to hell for it.

Initially doubting the Phantom Thieves' existence, it becomes a little uncanny to her that their requests in the Phan-site are being fulfilled. On a whim, she was still angry at her employer for trying to force himself on her, and mustered up the courage to post on the Phan-site. When her request was fulfilled, she became determined to destroy the man who ruined her nephew's life and forced him into a life of prostitution to survive. She posted about Aoi's father on the Phan-site.

She does not tell Aoi she felt he was a Persona User up until her requests have been completed. She asks him if the Phantom Thieves are Persona Users. Seeing the futility in lying, Aoi admits to her that he is indeed a Phantom Thief and a Persona user, even though he was frightened that she somehow knew. Asking him to keep a secret, she summoned Atropos in front of him, shocking him. Even after all these years, Fuyuko retained her ability sense Personas and use them.
