Retired (Unnamed First Generation IBOCR officer): His training mentor and retired IBOCR agent. He became his warrant after he successfully passed the twisted tests he prepared for him. They have had a tense relationship. He was the one giving him that opportunity to come back to American Branch in 1981.

Inspector Neil Harper: MT's personal secretary, assistant, bodyguard, messenger, debt collector, IT technician, handyman and whatever MT wants him to be including his children's babysitter. He considers him like his protégé. MT has good influence on Neil over the years.

Inspector Veronica "Verie" Madison: MT's second assistant who serves as a liaison officer with BORCI and the undercover/CR team. They have an ambiguous relationship. Veronica is attracted to him while he is trying to play matchmaking between her and Neil. MT suspects that one of Veronica’s ancestors is a Red Italian.

(Formerly Senior Inspector) Ted Finch ("Sly Fox"): Subordinate of MT hated by all American Branch and Main Branch inspectors who clearly want him dead. He finds Ted very competent despite his reprehensible acts, so he puts him as CEO of BORCI and dealing with private finances with the obligation to reimburse everything he stole until new order. Since MT is his warrant, he is loyal to him because he doesn't have any choice.

(Retired) Mardon Hall: Founding member. Former head of the Global Finances Department. MT expected Mardon to recruit him as a Main Branch inspector, which really happened.

Senior Inspector David Turner: The inspector in charge of controlling Europan Branch IBOCR's budget. He is willing to help MT, but 0 has the upper hand so there is nothing he can do but report the situation. They have a common point of loving women's company.

Main Branch Inspectors

Commander Walter S. Knight: The commander tolerates his various initiatives and methods by playing deaf and trusting his abilities... as long as he comes up with solutions to redress the balance sheets. He is still feeling uneasy when the commander looks into his eyes.

Chief Inspector John Hayes: They clearly can't cooperate when it's about anything related to budget. At first, MT thought he's just a stubborn man, but he later finds out he is a man of principles. They ally when it comes to value the IBOCR's own interests (without notion of budget).

Captain Jan Bloch: One of the first generation officers. He doesn't like MT meddling too much in their business and reminds him that Anti-Federal groups cost the IBOCR more than he can imagine and the .

Chief Inspector Mark Fletcher: While Mark is not his direct interlocutor, he is MT's nemesis and is openly hostile against him wanting to change how things are done in the Europan Branch, including budget use. It becomes a personal matter between them, since every time MT is involved, he loses a promising or important subordinate, and has to cope with his budget strategy impacting operations and strategies.

Chief Inspector Roberto De Luca / "0": The highly cunning chief finance officer of the Europan Branch IBOCR that MT has to deal with. He finds him very annoying. Unfortunately, 0 is a master of half-truths or enigmatic words.

Junior Inspector Susan Orie: When MT comes to audit the IBOCR office in Paris, Susan is the administrative officer assisting him. She remains neutral with words but does make attempts to step on his foot or pour hot coffee on his hand (though she stopped the coffee thing because it doesn't work).

Europan Branch Inspectors - Belgrad IBOCR Office

Senior Inspector Marko Košar: MT's best friend and former partner during the time he served in Yugoslavia. They still visit each other regularly and go fishing together. Marko is still his only ally in the Europan Branch IBOCR. However he is heavily pressured and sidelined by his own superior officers and can't help him much.

Inspector Vesna Perlić: A Lancer of Niš owning a bar in Belgrad. She works part-time for the IBOCR, assigned to Marko's team. They have known for a long time ever since he first went to Belgrad. She was his ex. He proposed marriage to her when he was to go back to the American States but she refused to follow him. She reappears in his late life because she works with Marko, and her young looks have not changed...

Elaine Duval: A girl he helped to release from prison. She has a very high charming aura which he can't resist. Lucia Rossi: Leader of the Red Italians, who exposes her problem of preserving their genetics to MT, as well as making some other indecent proposals to him. She also tries to convince him to return to the Red City instead of staying in New-York. He promises to help her ... but prioritizes the IBOCR and Francian issues first.

Jilvan Spakur: The girl he saved from the Rock is now a NCO in First / Eleventh Army and also member of a FERU. She remains one of his close acquaintances. MT considers her like his younger sister. Childhood

MT was born during the Second war. Nothing much is known about his parents but he has been told his father was a soldier with the same fiery hair/eye he had and her mother died on childbirth.

He ran away from an orphanage with his adoptive sister at age 8 since they were regularly subjected to violence and abuse.

The pair survived on the streets, having dreams and stealing from adults to survive. At least it was better than starving in the orphanage. A criminal organization caught them when his sister was trying to steal in the area they control. So both ended up working for them. they then lived in a brothel and were allowed to go to school (under a fake DIU).

MT and his sister had worked for the gang until he overheard they had even worse intentions for their future.

His sister did not want to run away, her life was better than in the orphanage and she was realistic; the gang would have killed them for running away. Therefore he made a promise to rescue her and ran away alone without her. Until he saw a recruitment poster for the IBOCR.

IBOCR Training

In 1959, he applied to join the IBOCR. At that time there were still no proper established structure or standardized recruiting conditions. Candidates were first filtered according to whether the recruiter liked the look of the candidate.

In order to come clean and not having issues with laws since it required the candidate having blank judiciary records and proof of his ID, he told the officer about his larcenies and past as "child gangster", fake ID and running away from an orphanage during the interview. His objective being to save his sister as a way to redeem his past and make the world a better place for children like him. Ending the war earlier will allow the World Federation to work on social issues. The officer laughed about his idealism but recruited him.

Along with other recruits, MT was tested in his allegiance to the World Federation and his ability to obey orders without question. "Pickpocketing" was nothing compared to what he was being trained to do... he was asked to teach others his skill.

He learnt ruthless and questionable methods that were to be expected from an obscure intelligence organization.

But for the rest of the training course, MT was sent to normal schools with his officer's recommendation and was given a two-year period to freely study / choose as his cover-up identity/occupation.

Among the classes, MT officially reported having followed "negotiation", "finances", "communications" courses, although nothing is really checked.

IBOCR Active Duty

Graduation Test

His training officer gave him an opportunity to "reclaim his childhood", by having him participate in a police force operation to arrest the criminal organization, since MT knew the district's plans by heart.

MT followed the local police forces and the first fire was shot by the gangsters. He made sure there could be no escape, sending a group to ambush in the sewers. All the gang were arrested or killed in the raid.

To survivors, the "challenge against law or Federal authority" earnt them a death sentence. MT tried to bargain for his adoptive sister's life who was caught with them. However the officer set the example by firing first, telling him it is that way IBOCR free people from their past. This way he would be free from that girl who was to remain his weakness if she stayed alive. And in a way, she would be freed from her life.

He then directing the gun back to MT's head giving a choice to be or to set the example. Knowing he wouldn't overpower him in a fight in any case with the rest of the police behind them, MT obeyed and shot them all.

He was then granted a new DIU.

While having studied, MT worked odd jobs in New-York Chinatown and counted on the IBOCR's missions to pay his bills and rent.

The inhabitants here were aware of his double life but he was friendly with them since he often helped them find solutions to their issues.

The Rock

Another mission was to oversee a police intervention on an ongoing riot on the Rock, an artificial island hosting a giant facility illegally employing Federal Center Children. The local police and military were going to arrest a girl who proved to feint security and resist against the authorities while crying over one of her dead companions. The girl admitted having hacked into the facility's systems, got out of the maze inside the Rock and knocked out security guards to escape the place.

Fortunately for him, his mentor was busy in another mission so he wasn't here to "end the job". In order to save her from the same death from the previous mission, he took the initiative and responsibility (by being her warrant) to send her to a military high school telling her the Federation gave her a new chance if she was willing to accept it and join the World Federation Army to pay "her debts".

He had argued with his superior officer who learnt about it afterwards but he convinced it was a long-term investment for the World Federation.

He then convinced his mentor to order a further investigation on the Rock where the illegal children traffic turned into "slaves" were bought by companies, which finally brought an end to the slavery traffic and shutdown of the Rock.

In a way he also saved his childhood orphanage's children, who sent some of them to the Rock in exchange for money.

CR Duties

After some time, he got integrated into the Special Operations department as a negotiator, where he used his lie detection as an asset. He was often sent to accompany official diplomats when negotiating adhesion to the World Federation.

Europan Branch

He was sent as reinforcements for other inspectors in Europa, mostly assigned to either Nice Office, Rome Office or Belgrad Office. From there he mostly participate with other diplomats and negotiators to convince non-State countries to join the World Federation.

Francia

1968 Terror

In 1968, MT was operating in the South of Francia. He and a group of inspectors were to quell an ongoing riot in Paris, but this time this is the first time a large audience would see them.

The riot ended in a massive one-sided slaughter and MT had found himself haunted by that day ever since. In the middle of chaos, he managed to rescue a newborn abandoned on the street and bring her to safety.

Yugoslavia

In 1971, Second Army Admiral Armond Gründen requested an IBOCR intervention to the Security Council. So the captain of the Europan Branch IBOCR sent MT to Yugoslavia, one of the last countries who had not yet joined the World Federation. The operation was successful and without bloodshed but it costed him two fingers.

The crisis ended with the States officially approving Yugoslavia's status as a State of the World Federation.

With his contribution, he gained an opportunity for a more peaceful assignment.

Back Office Work (Peaceful Assignment)

Due to the imposing influence of the Lancers of Niš in Yugoslavia, Belgrad became the most secure area in Europa.

He was assigned to a back-office / desk job assignment in Belgrad Office, where he got to start a career in managing finances.

He took all the time to learn financial skills and set in motion what he has thought since 1968: gain enough power in the IBOCR to reform the organization and find a way to restore trust with Francians.

American Branch

American Branch Finances Inspector

Thanks to his former mentor, MT finally got an opportunity to be transferred back to the American Branch so he could be closer to reaching a position on the Main Branch IBOCR.

As a finances Inspector, he started a wide investigation about "waste of budget" because the Main Branch's Inspector was pressuring him to reduce costs.

He had also been negotiating with private investors in his leisure time, starting his little private finances project.

BORCI

MT bought BORCI for a symbolic dollar from the previous owner. The company was soon to be bankrupt. By doing this, it allowed the BORCI's owner not to be pursued by creditors and he vowed to keep the employees. Creditors were less likely to "pressure" MT as he was an IBOCR inspector, although he still had to pay. He put himself into debt but expected this to be a long-term investment.

He suggested fabricating bullet-proof coats, turning the designated coat-maker into an official supplier for the IBOCR. Because he had private investments and acquaintances, they also invested in the capital and helped transform BORCI from a local coat-making fabric company into a competitive luxury brand.

The double deal Ted Finch-Elaine Duval

MT found out that Ted Finch had been frauding the IBOCR for long years as an Operations Inspector and Senior Inspector. Ted had found flaws in the pay system which he took advantage of. These acts are condemned by IBOCR internal law. MT found him very resourceful because no one had noticed his frauds until now.

At the same time, a raid in a P-class district had been happening and the IBOCR had secretly taken back people in their prison, officially for further questioning. However, a raid is a collective punishment (the legal terror) used by the IBOCR to incite people to report Anti-Federals living in their districts.

The IBOCR Prisons are a place where people the IBOCR arrested are held. Some are made to disappear, others remain for less pleasant experiences. Because costs are high to maintain the people alive (as well as security systems) and various staff assigned to work in the prison, he had suggested reducing the number of prisoners.

During the audit, he met Elaine who was recently arrested for "Anti-Federal crimes". Although he learnt in the report that the only crime she did was living in the same district where the IBOCR stormed in, somehow he was reminded of his "graduation test". He requested to question her.

She was not going to cooperate anyway but he judged that her offence wasn't worth being in prison. She did not want to be released without her boyfriend - who was charged and guilty with Anti-Federal offence - as well as her grandmother who was her only living relative.

In order to save her, he made a deal with the Operations Department head to exchange Elaine for Ted. The deal involved not making public to the Main Branch that an Operations Department Senior Inspector had frauded the budget. He would arrange Ted to reimburse the debts he owes to the IBOCR and get him out of the American Branch budget (sort of giving a budget extension).

On the other side, Elaine would be released as a price for his silence. He then had to become their warrants. While Ted couldn't be demoted to P-class (due to the cover-up part of the deal), Elaine would have to remain in permanent P-class (a fact he will lie to her as she will someday get back her N-class... someday being never). Any new trouble would get MT to be the one taking the fall. With that, the deal was made.

But unfortunately for Elaine, his suggestion to limit the number of prisoners got her boyfriend and her grandmother dead. The Operations Department wanted "some revenge" against MT and made sure they were executed.

Flamboyant

Soon after Elaine got out, he pushed her to find a job to prove she was a "reformed Anti-Federal". Since he never have dinner at home - only eating at IBOCR canteen or restaurants, he basically stocked years of flyers from all restaurants in the city. He advised her to choose a few of the flyers and would recommend her a job as a waitress.

She chose the Flamboyant, a Francian restaurant on a border of a N-class district, which was the first flyer on top, since she is Francian.

Due to her home district being razed to the ground - per usual collective punishment of the IBOCR when dealing with Anti-Federals and currently in the process of being rebuilt, she was temporarily living in his appartment until she finds a new place to stay. The next thing she did was hit on him because she also has some plan in her mind.

He would like to ask about the Anti-Federal group which his boyfriend belonged to. He is well aware Elaine is just waiting for an opportunity to kill him as a revenge but hopes with time, she will change her mind.

Main Branch

Finances and Operations Department Feud

Having heard of the news, the current head of the Global Finances Mardon Hall was very interested in him. MT got finally recruited to the Main Branch and learnt the dire state of finances of the organization, ironically replacing the Inspector who was pressuring him (and whom Mardon convinced him to quit/retire as soon as possible). MT suggested him to go work for BORCI.

He suggested to the IBOCR to take part in the company's capital.

There was an ongoing feud between the Finances and the Operations Departments over 'budget'.

Recruitment of Neil Harper

MT was looking to recruit a secretary (who needs a lot of qualifications to do CR duties too) since Mardon Hall did not have one. He also needed to keep an eye on Elaine who liked to plot behind his back or attempting to contact Anti-Federals. He ended up recruiting Neil Harper from the Europan Branch, who thought it would be a peaceful job and a nice advancement in his career.

Creation of the Private Finances Department

When MT became the head of the Global Finances Department after the retirement of Mardon Hall, the first thing he did was to create the Private Finances Department. Within the Department, all the staff were to hold CR duties. He put Ted to run the whole department because the latter was talented in fiddling with figures and money.

The Private Finances Department is a "Cover Relations Duties" meaning all his staff are not officially listed as part of the IBOCR in DIUs but are listed as their cover-up occupation, part of BORCI staff.

Recruitment of Veronica Madison

MT recruited Veronica to serve as a messenger to the network of acquaintances he has built with private investors and put her in charge of negotiating new "patrons" for the IBOCR.

S-class

MT was awarded the S-class to have contributed to making the Anti-Federal Group Lancers Of Niš ( secret Anti-Federal group and guerilla group fighting during and post-Unification Wars) turn into a strong pro-Federal supporter group. Although MT believed the real reason was to use his double position as wealthy patron and high-ranked IBOCR officer for anything the Assembly may plot. MT thought about refusing the class but John had told him that he and the commander recommended him at the S-class Assembly, despite how much they disliked him. With this class, this would give him more weight negotiating the IBOCR budget with the Federal Assembly.

He requested some of New-York P-class districts as his S-Jurisdiction; districts that nobody want to claim because of high crime and unemployment.

Europan Branch Budget Conflict (1990- ongoing)

Since he is now in charge of all the IBOCR budget, he is facing the recurrent request from the Europan Branch IBOCR to increase the budget, to which he doesn't understand. Mardon Hall did warn him that Branch was going to be hard to deal with.

• The costs of renewing the security, new technologies (IBOCR HQ Office in Paris renews their security systems yearly). These costs increase yearly too.
  • He got vetoed by John Hayes on this issue, because Anti-Federalism is the strongest in Francia. In order to protect from sabotage, infiltration and security of staff, security systems renewal is mandatory.

• The problem of setting high bonus & risk pays for the Paris IBOCR (and generally Francian IBOCR Offices) and transfer pay.
  • MT has battled for years to allow local recruitment since most inspectors assigned to Francia either come from specific Federal Children Center or are transferred from foreign offices, putting a very high burden on budget.
  • He is attempting to make 0 to decrease the premium risk pay which is double in Europan Branch than it is in any other area.

Francian Anti-Federal Resistance

Francia resists the IBOCR ever since 1968 events. They comply with Federal laws as a whole, but anything that involves the IBOCR gets subtly hindered. Due to the larger presence of official structures related to the IBOCR, various sabotages and important incidents impose the IBOCR recruit from foreign States to avoid his staff to be infiltrated by local Anti-Federals, meaning Francian IBOCR are often short-staffed.

MT sends Elaine to measure how bad the situation is in Francia, since she has Francian origins. Because he was part of the source cause, he takes this issue very seriously.

0's non-hidden costs

MT negotiated with the High Security Council to "share" or completely transfer the costs to another defence budget.

He suggested to create FERUs and creation of a specific department in Main Branch for better collaboration when jurisdiction overlap other armed forces. This is a rare suggestion John Hayes approved.

Suspicion of 0's hidden costs

There are various suspicions MT noted when analyzing 0's reports and investigating on site.

Some inspectors' bonus pays are outrageous, such as Max Sherman. His ratio of completed missions exceeds others. He was not allowed to question the Inspector.

0 especially picks "small suppliers" for things he wants to hide. MT investigates thoroughly cost sources, therefore 0 made sure figures or amounts match. There is nothing MT can prove but obviously these suppliers were under pressure. MT knows he must be using his influence on them and can't order to change suppliers, which will get the same treatment.

The number of prisoners and cost per prisoner in the IBOCR prisons. MT found the costs to be very high for the short number of prisoners when he visited himself the prison and suspected there were more prisoners. 0 admitted they took a drastic measure recently... as they have been arresting really a lot of people anyway.
