Mesa lives in the Upper quarter of the enormous city called Riverhead; a crossroads and gathering center for travelers and people of all ethnicities and origins. The city is divided into four sections; the lower quarter, mid quarter, upper quarter, and the high quarter (The division is not unlike that of the fortified human residence in Attack on Titan). Class is dependent on ancestry and connections, and Mesa has a strong connection with one of the Senators on Riverhead’s council. Although he doesn’t have parents who were considered upperclassmen, Mesa has been able to worm his way up through the system to the point where he is quite knowledgeable about the goings on and decision making in the government. Through this, he’s been able to learn about the underhandedness of law making and the amount of corruption that truly exists.

This viscet has also acquired the trust of many of the other Senators, making him well-liked and giving him quite the influential position. Most of what he does, however, is behind the scenes, because he doesn’t want to take the risk of becoming a target for those who find his viewpoints and the company he keeps to be unsatisfactory. To sum it up, he has power, but finds ways to use it so that he is safe from unwanted attention.

From the viewpoint of the lower class citizens of the city, those who live closer to the heart of Riverhead are generally seen as pompous, self-righteous, and corrupted beyond repair. The stigma isn’t completely false; most do act entitled and live up to what the rest of the public has decided is the general consensus, but there are a select few who see the flaws in the current separation of people and do their best to neutralize it.

Mesa is one of those individuals who acts as messengers to bring information to those in the mid and lower quarters about the inner workings and policies that are enacted that they wouldn’t have access to otherwise. Of course, this is highly illegal as the Senate has blatantly divided the city into two parts to keep the ‘good’ citizens ‘pure’ and untainted by the lower class.

He specializes in delivering news of the lawmaking aspect of the city because of who he knows, but occasionally he’ll receive information regarding the Chief of Police and the law enforcement. Him and the others who act as the moles for the lower class are absolutely invaluable to them and their continual efforts to make a name and a voice for themselves. Many of the lower class, however, have their doubts about their so-called ‘spies’, and believe that they are just resources for the government to use to get inside and figure out how to crush any rebellion.

Personality-wise, Mesa can be a very social viscet. He has a gift with words and a talent of being able to persuade others to get what he wants. He’s extremely manipulative and uses his knowledge and passing rumors to his advantage, and isn’t afraid to take risks if it will benefit him or his cause. Currently, he is attempting to subtly convince and sway the Senators to his side one step at a time. It’s hard work, but he’s been able to push his ideals forward somewhat.

His efforts haven’t gone unnoticed though; the Head Senator and several others close to him are suspicious and have been suspecting Mesa’s involvement in the lowerclassmen's business, but so far they have been unable to pin anything on him bad enough to knock him out of the ring. Their efforts are diligent though, and Mesa has had to be continually more and more careful with who he talks with and where he goes. There’s always someone on his tail, which has made it harder for him to visit the bottom quarters at all. The number of visits he usually makes has dropped significantly, and he has only been able to send letters. Visits are rare, unpredictable, and sporadic.

Under all the mess of being a part of illegal activity, Mesa wishes that someday he could leave it all behind and travel the world, free from any burdensome responsibility. He has plans for every situation possible; escape routes, people he can trust, places to go, and false identities to cover himself under should the need arise. He doesn’t have a specific time or date planned for this, but he knows that once this is all over he’ll be free to leave and go where he wants without anything hindering him. It is for this reason that he keeps his connections and friendships as minimal as he can so when he does leave there’s nothing attaching him back to the city.

Because of this, he often comes off as strict, hard, and cold to other viscets, especially to the lower class and those who already suspect him and the other spies of being disloyal to the rebellion. Mesa is set in his ways, however, and despite the rising amount of complaints and threats headed in his direction, he continues to do what he can, knowing that this reaction is likely based in uncertainty and fear of what might come in the future. Unfortunately, this behavior has only grown worse over the months.

As time passes, those suspicious of the spies located in the upper quarters of the city spread their worries and have swayed many previous supporters to their side, arguing that they could be betrayed at any moment and that it’s only a matter of time before it happens. The seeds of doubt are spreading quickly, making it even more difficult for those attempting to help to continue their work. The situation has not reached the point of violence yet, but there is a thick tension in the air that keeps building day after day, only growing faster with the increasing numbers of those against Mesa and the others. At this point, people are only waiting for something to break it.
