Kase is an earnest guard captain who's goal is primarily to help the people around him, even if that means betraying the government and starting a few fires in order to push for change. He's adaptable, creative, and extremely smart- excelling at evading authority and blending in as an innocent loyal soldier. His loyalty is to the people- not the law, and he will gladly go to great lengths to protect them. He's understanding, kind, and skilled at relating to others; and can be very motivated by the smallest inkling of someone in need. He has a strong sense of justice and taking care of people. He's fairly no nonsense and adapts well under pressure and change, but doesn't openly express his emotions much or seem to have much of a sense of humor. It does exist- but is sparingly shared.

He tends to keep his workings and dealings- along with his opinions to himself. While he certainly and clearly wants as much peace for his city as possible- he doesn't often express his particular feelings on any particular aspect of things. His tight hold on his likes and dislikes, his whereabouts, and his personal life leave him a lot of wiggle room to fly under the radar.

He's a social chameleon, easily able to fit into the role of what people want or need- and fancies himself a bit of a jack of all trades when it comes to aiding others. If he can't do it- he knows a guy. He could use this ability for evil- and since he's so well guarded, some suspect that he does. He has a reputation as just another government wannabe lackey. However, this couldn't be further from the truth.

He's not an intentional liar, but is capable of turning up the charm and down the facts as necessary, or just avoiding questions and distracting the person asking.

He is extremely good at planning and strategy, and always seems to be a step ahead.

Because he's usually thinking ahead and  doesn't tend to goof off or joke around with people on a very casual level, a lot of people may see him as aloof or pretentious if he isn't specifically catering to speaking to them. He comes across as distant and stoic, or too serious or into his job. Which is at least partway true...most people just don't know what his real mission is. He's usually considering new missions or infiltrations to try and assist his group as effecively as possible. Whether it's pondering loopholes to laws, escape routes, or secret data transfers. 

Kase isn't really sure how he came to end up in Belwatch, only that he has lived in the cyberpunk dystopia for most of his waking days save for very vague memories of space ships and travelling for very long distances and sleeping for a very...very long time. He started as a waiter at a simple low-class dive bar, rubbing shoulders with criminals and the desperate frequently. It was seeing the sorry state of his friends and the direct stories of those in need that led him to pursue wanting to defend and helped them. He joined the law enforcement of the city and shot through the ranks for his almost unnatural skill and instincts, making it all the way to captain of the guard and right hand to the city's government....

Where he proceeded to realize he hated it. He found himself hurting or ignoring the very people he set out to save becuase of choices he had no control or desire to follow. While he does his job to the best of his ability- save for his occasional lapse for sake of his morality, he began to plot. Utilizing his understanding of the process and his connections to start the covert work necessary to spark and support a rebelion against the officials. With a friend in high places the officers he chose to run the rebel's means were able to strategically avoid being caught or recognized and carry out their operations. While Kase would love to join himself...that would mean compromising his situation and their eye to the inside functions of the governent. Instead he turns a blind eye to the actions of local vigilantes or 'accidently' lets 'rebels' escape from his chases. He does just enough to fly under the radar and appear loyal, while manipulating the underground through invisible strings.

He has little ambition for power or any government positions, he just wants to help the people he cares about in the way he always intended. He has no desire to lead a rebellion either...it's only unfortunate happenstances that led to it happening that way.
