Merlo is the leader of a powerful gang of thieves in the wasteland. HE's damn near a warlord and has an iron grip on pretty much almost all the vehicles and gas in Olathe. They horde and steal any gasoline and vehicles they can manage, and then they sell sell them back for an assload of mags. He always has a bunch of car keys on him.
No one has ever seen what's under the mask, and anyone who has hasn't lived another day to tell the tale. Merlo is rather quiet, most of the time just going on "joy rides" by himself through Olathe. Rumors say he wears it because he has issues breathing from time to time and the air in olathe is too rough for him now. Merlo has never said anything about this.
