Phlegethon is a very powerful being that controls fire. He's strong, smart, but also vile, overbearing and downright cruel. Interestingly, he is allied with dogs of Kira's pack... as long as they treat him with utmost respect. After all, he could burn their entire territory to ashes, he just chooses not to. Of course he's not allied with the dogs gratuitously - in return he can hunt on their grounds where prey is abundant without the pack members all ganging up on him to chase him off and be a nuisance.
The dog hasn't always been like that, however - he used to be an "ordinary" sorcerer with mild fire powers, often helping Orer and his pack. But long story short, while in grave danger, Ōkinamayu abandoned Phlegethon to die to fangs of enemy dogs. The canine, after getting mauled by the enemy dogs and left to perish, barely saved himself from death by using his last remaining powers to keep himself alive - but in the process his soul got corrupted, turning him into the vile creature he is now.
He doesn't like Orer and his pack anymore, and absolutely hates Ōkinamayu, but instead of killing him in revenge, he finds amusement in scaring or frightening him.
