Maxis is one of the top Lawbot surgeons and specifies in toon testing. He's working on how toons are able to acquire said happiness and how to use his knowledge of this against them in battle.
He usually tricks toons with the goggles he had stolen and had modified by another friendly cog he will never give the name of. These goggles, instead of luring cogs, lure toons to their ultimate doom.
He has ripped apart hundreds of toons, limb from limb, trying to figure where their source of happiness lies, he accidentally was triggered into an automatic and permanent smile from the testing.
The smiling is very painful and ripping toons apart is the only thing that gets his mind off of his own pain.
