Unless the government is extremely strict, it would be hard to not at least have a group of wealthy people and a group of normal working citizens. Even within the noble family there's rankings, like if ur a noble family guarding some small village ur not as important as the ones protecting the capital city

Only the capital etc has 50% souls dragons

To go to the large cities you must be invited - entry with dragons seen as an attack on the city without invitation

police dragons would be part soul dragon as well. pure are owned by  capital, 50% are for guardians/nobles (or just capital), and maybe 25%  are for the police (or the guardian/noble)? and the 17% are also for  police (or the main police?)

dragons are trained in latin - restricting who could get a dragon more as they need to know the language to control it

maybe some dragons aren't for riding and etc, so they bestow the non  ride able dragons to have their magic to a next in line and others of  the family. because I don't think there will only be a few 100% like  they are implying, I almost want to say there is multiple hidden

thing only known by the king/head. So  everyone thinks that there is a pure bloodline of kings, because they  have magic, when it is actually just a powerful family hiding the secret  that they do not have magic naturally. And yeah Sora somehow found this  out, got upset bc it was again using dragons as slaves, and was about  to tattle.

King has multiple pure soul dragons in some estate somewhere. If the dragons are used for magic/give magic to someone, they get better care

 DRAGONS

Different breeds of dragons - eg ice, fire, nature

they can make certain cues that mean things like cats will talk to  people and only their owners really understand them, and some dragons  can do telepath if the bond is strong enough

Dragons are intelligent in general, so cues and personalities would be  reasonable as ways of talking! Same for the other way, they'd learn what  their rider's like and what some of their words/commands mean.

having a dragon higher than 50% in certain places could be forbidden
plus 75% was an undesired percent as they wanted the organization of 100%, 50% etc to be known based on generation
dragons   can usually carry one egg in their mouths while their mouth was closed   (under the tongue to protect from element) in case of emergency
Males can still 'carry' an egg, but there is chances or damage from teeth
males are larger, though females have been known to be more aggressive with a nest

ideally any soul % greater or equal to 17% has their breeding planned  and done by city representatives and all dragons have to be pedigreed  and documented in records. So backyard breeding is illegal. Those found  to have an undocumented dragon could be fined or imprisoned, and just  depending on the person, they could register the dragon or the dragon  could be confiscated. Or they could even be killed depending on the  dragon.

The dragon pedigree records

a record (registered as) on being wild caught or something and tbh I  like the idea of  it makes the most  sense.

no pure. the pure blood of anything dragon is more so wild or bred  purely by breeders. and I'd assume there is not too many breeders or  even types of dragons

different countries different laws.

 Soul dragons

Soul dragons are unknown about really, as it's rare to see them, and once seen they can be miss-identified fairly easy.

Soul dragons can resonate to the soul or can  influence or maybe they can deal damage to a person internally through  telepathy attacks? 

If that is the case, would other soul dragons be  immune? and would a part soul dragon be able to do any of these attacks,  or just telepath? 

Maybe a 50% soul dragon can do the attacks and  telepathy (but not speak outloud because can't), and most guardian  dragons are 25% or less, in the case where these dragons can only talk  telepathically with their riders and maybe a few other select few  (punish the dragon if they talk to others?) and after 3 generations of  25% soul dragons (so we have the 100%, then the 50% (gen 1), then the  25% (gen 2), 15% (gen 3) and 8% (gen 4), anymore after don't matter  really (4%, 2%, 1%, Trace, Gone) ) And once it's the 8%, they show no  mental etc of soul dragons.

Humans would not be immune, as well as 4% or below maybe, but others can  be partially immune? Like if you're 50%, you can fight back for  control, 25% is harder to fight back but it's possible, etc. Low  percentages/none, as well as normal humans (since we don't have soul  powers) are attacked immediately? No resistance to telepath. Although  its hard to do or the dragon has to be trained to do it or something.   people with magic are matching to their dragon that gave them magic.

Soul dragons can translate thoughts 100%, but only pure soul dragons can  put their thoughts into spoke words where it can be heard kind of idea?  (WIP for sure xD)

as they age they can speak more.

yes they can take back magic, but there could be some backfire possibly to the person, unknown effects on dragon

 Blood ties

 going both ways, but ways to get it to be one directional, hence the 'illegal'

matching a dragon to rider is difficult and why a 100% match it hard to find, plus why blood ties are also used

MAGIC

75% soul percentage for magic giving

renew magic every year 

magic should be cut off and cant be renewed if the dragon is killed - the person can get magic back from another dragon, but since the dragon is like the source if they die it would make sense for the magic to be sliced

magic is based on the element of the dragon

HISTORY 

considered inhumane to have a dragon in the war, or an agreement may  have been reached when dragons were nearly wiped out to less than 200  alive hundreds of years ago?

there would be a war with them involved at one point, since they're  powerful and territory conflicts are common throughout history
maybe there was a war, heaps died, and there was an agreement to not fight again.

one gets killed delivering a message with a neighboring place - investigation into how the dragon was killed, especially since if it  was delivering a message personally that message must be important.
