Changelings are generally not liked where he lives, so he's disguised as a human almost all the time. Most of his outfit is part of the transformation, but not his scarf; it's a gift from Prim Priss. For a long time he wouldn't even tell his closest friends, but eventually they found out. Most of them have their own things to worry about and don't really care what he is.
