Hami is an Angel using all the magic that exists in the world for herself and the 4 Magical girls she created, therefore weakening Mayoru's, a witch, use of magic in the process.
Hami is the main antagonist of Mayoru's Universe.

To eradicate witchcraft entirely, Hami has given to her 4 Magic girls the ability to rewrite the Universe.
The magical girls are unaware of their own abilities: The world as being rewritten will be exactly how they believe the world is. In actuality, the new worlds are an allusion to how Hami described it to them instead.
This ability comes from The God From Another World, a deity that got tired of their own Universe, who found ways to create new Universes while travelling through different Universes. They found an opportunity in using Hami for their goals but Hami got their powers for herself instead.
fun fact: Hami was written as a way to imply every Universe of mine's are connected, and that they used the same method of Universe creation Hami uses. I... have no clue if that's still possible. :'3
