A little bit of a screw loose.
Can be pretty serious but also can be....scary in a maniacal way.

He is also a serial killer but no one needs to know... He tends to get rid of bodies for Dallas through the use of the incinerator at his job.
Rumi killed the wrong person, one of Dallas' gals, and got the shit beat out of him by Dallas to the brink and brought back by rose. He is now property of Dallas and needs to follow Dallas' rules on who he could murder, when etc. but he does still murder, as a treat when he can.
Rumi meet Percy on a mission after one of Percy's..."Investigations". Percy brought him some bags to incinerate at Rumi's mortuary place and they got along pretty well.
Percy and him are now close friends...real close (Percy is 6"6, around 25 years)
AU wise, in between Dallas beating him up to death and Rose bringing him back he side stepped becoming a cypher and got revived. He is not a cypher persay but has some touched chaotic power that come and go. The power mainly is that he zones out and kind of just...steps out of his body for a little bit. He cant control that and cannot predict much. His soul does subtly feel like a cypher to other cyphers but only briefly.
