Ferris was part of a secret human government spy program to gather information on various prominent figures in the galaxy. When earth cats were brought back from extinction, they were starting to be sold as rare exotic pets to alien citizens, Ferris, an agent paralyzed from an injury, volunteered to be a part of this new project (there were 22 feline spies sent out in total). He retained his memories and intellect while appearing as a normal feline after having his mind copied into it's brain, and was sold to a Teilori CEO from whom he would periodically relay information about to his people.
An animal rights whistleblower revealed the true nature of the cats to the public and Ferris was lucky enough to escape unscathed, though he found himself without a job since the project was dissolved.
(the speaker on his neck, connected to his brain, enables verbal speech (he did not have this prior to the program ending, he would communicate via terminals and phones with text). Feline vocal cords aren't good enough for most spoken languages. He speaks fluent English, Chinese, and Veltejan. He can also make the normal cat noises too, but typically refrains)
