ULTRA GOD PHOENIX is the ultimate overseer of the world and its balance in the King Shark universe. Known to be fair and just, but also strict and impartial to a fault. Although She is not a constant physical presence, under Her guiding hand, the world has been smoothly operational for millions of years; however, deep in the ocean, something plots to undo Her control.

On a regular schedule, Phoenix calls a Summit, where She personally attends, and every Royal clan sends a representative to speak with Her. There, Phoenix receives updates from Her watchers all across the universe, and determines the course of the next cycle. If a Royal clan fails to send a representative, Phoenix will deem them withered or obsolete, and revoke their status.

Her seal is the Royal Phoenix; She is the only member of its clan.
