Often called a charlatan, there's little Charles will let stand in his way.

Power Description
He has the ability to control toys and figures to move as he wills. He's able to manipulate humans the same way by using puppet strings.
Charles is much more inclined to manipulate human or creature-shaped objects, but he does have some limited telekinesis. He's able to control mass amounts of figures or toys, however he's limited to two at a time for humans - and even that many is a strain.

Disadvantages:
Damaging or restraining his possessed figures enough to limit their movement is all that's needed to stop them. He can feel any pain inflicted on his human puppets, which can cause him to wince or hesitate. Cutting the puppet strings connected to the person will free them from his control.
The more mechanical an object is, the easier it is for him to control; technology dependent toys or objects confound him.

Biography
Around middle school age, Charles took the blame of a telekinesis-related injury his sister Charlotte had caused someone. The R.S.H. (Regulation of Super Humans) began pursuing him to contain the threat, and he's been on the run ever since. He has no regrets about it and frequently visits Charlotte, who leads a relatively normal life thanks to him.
He has worked a few odd jobs, including acting as a magician in Vegas. Most of the time, he steals and utilizes his powers to sustain himself. He has been banned from hundreds of establishments due to possessing customers or staff. (Including the state of Nevada)
His current goal is to capture as many famous superheroes as possible for his collection.

Physical Description
Very tall and on the lanky side, the top hat he so often wears emphasizes the look. He carries around a cane which seems to enhance his powers. He has orange eyes and particularly yellow blond hair. Charles is often told he looks younger than he is.

Personality
Charles is very confident, evident in his demeanor and the way he carries himself. There is little he gives up on, but when he does it's usually out of lack of interest than anything else. He has a flair for the dramatic, and is great at putting on extravagant acts, which he sometimes puts to use when flirting. Charles is an expert in knowing how to lead people's attention, which lets him get away with much of his scams, pickpocketing, and other criminal activity. Despite being a trickster, he rarely ever lies, instead simply wording his intentions in cryptic and unusual ways.
He's a very high energy individual and can't sit still for long. Everything he does tends to revolve around his current fixations.
Charles has no qualms with stealing, taking control of people's bodies, or even causing a little bit of injury - the only exceptions are those he deeply cares about, like his family.

Being a social butterfly, it's difficult to make friends while leading an outlaw life. He gets lonely easily and often seeks out company, sometimes in unconventional ways. Once he starts talking, it's hard for him to stop.

Trivia
•  Obsessed with collecting knickknacks, poseable figures, and the occasional interesting human.
•  He's studied the workings of figures long enough to start building his own, usually at giant proportions. Charles calls those his children.
•  After stealing anime figures in his goal to build a miniature army, he decided to look into which anime some of them are from... he may or may not be a fan of a few now.
•  Owns a yellow ball python named Ramen Noodle. (Also known as Mr. Noodle)
