[rdp] Tetsu

First character of many that I'm redesigning over time. Their name is Tetsu.

I don't remember anything but their name. I'm not even sure what gender Tetsu was as they were extremely androgynous. Knowing me of back then, they were probably a guy with a tough sounding name like that. But since I know a tad more about Japanese culture and the fact guys don't wear an obi traditionally, Tetsu will be NB while sticking with the kimono look.
