Quick Idea: Tiamat has shamans/priest all over the place. Even the shark pirates have one. They speak on her behalf or keep the people in line with things Tiamat believes in. She's a queen afterall and borderline a goddess. So this penguin can be a shaman of the north, not the FAR north where it's super cold but you're getting close.
