Bowie was made by a secret facility of people that manage and keep control over the physical human world and their 'encounters' with the supernatural and paranormal, doing anything they can to keep themselves (the people/humans) safe (called P.Extrasensory). She was created from the DNA of 'angels', Multidimensional beings of light (that keep the dimensions in balance) that managed to seep through into the physical world. They call her a Grim an extremely powerful Esper, with the Grim name being derived from Grim reaper as their designed nature is to see, hunt and cull the supernatural. However, she soon proved to hostile towards them and their ways and was too strong to be kept under control, and ordered to have her 'put down', in which she escaped and is now in hiding, trying to live a normal life, but that's kind of hard to do now with the affinity of her nature making such supernatural things drawn to her.
