Voyager

This darling boy is a F-Class (Federation class) Experiment created to go on deep space missions and report back the statistics to the federation. He sends transmissions back and though his planetary rings.  Usually the transmissions are coded for secrecy so his speech is limited. 

Notes about F-Class Experiments; they are not counted apart of Jumba's 600+ series and were 100% approved and paid for by the Federation years later. The program was put in place by Ambassador to Earth Lilo after far to many genetic experiment making 'copycats' started terrorizing the galaxy. Since the problem was not going away any time soon the federation allowed the work on their terms to assist problems caused by rouge experiments and help stop the criminal activity caused by them.
